Blair, a Wedgeport native, father of three and three grandchildren, son of a fisherman, was interested in the sea and farming. After his 12th year at École Sainte Anne du Ruisseau, he was accepted at the Coast Guard College in Edward near Sydney, NS, in a seven-year program. Blair decided to return home, where he taught the 9th and 10th grades at his local school. It was there that Blair began his 35-year teaching career.

Blair's passion for education was evident in his academic pursuits. He completed his studies at Collège Sainte Anne, undertook courses at Colorado University in Grenoble, France, and earned a degree in school administration and a master's degree in education from the University of Moncton. His dedication to the field led him to become the Headmaster of Wedgeport School and a teacher at Plymouth School. He was later hired by the CSAP school board to accredit most of its schools, further demonstrating his commitment to improving the educational landscape.

Blair had a lifelong interest in the history and professional development of teachers.
